No connection could be made because the target machine actively refused it.
— Windows System Errors

A connection to the server was established, but the server responded by rejecting the connection.

Usually, this is because the server is down for maintenance and does not wish to be disturbed.

Note: this is different than Error code = -2, 10060

  2. Type "cmd.exe" in the box and click "OK" The command prompt window should now appear
  3. Type "ipconfig /flushdns" and press "Enter" on your keyboard
  4. Then type "netsh winsock reset" and press "Enter" on your keyboard
  5. Reboot your PC.

For Windows Vista / 7 / 8:

  1. In the start menu search bar, type "cmd" "cmd.exe" should be one of the first things on the list to appear.
  2. Right Click "cmd.exe" and select "Run as administrator" The command prompt window should now appear with administrator privledges
  3. Type "ipconfig /flushdns" and press "Enter" on your keyboard
  4. Then type "netsh winsock reset" and press "Enter" on your keyboard
  5. Reboot your PC.

If you received a permission error, you did not do step 2 correctly.

Firewall[]

Try temporarily shutting off your Anti-virus, Firewall, and other security programs.

There may be settings that have to be adjusted within those programs to allow it to run properly, this will help identify which program if that is the case.
